Every C-LEVEL journey moves through three connected stages: understanding the real needs of leaders and institutions, designing specialized programs built on global standards and trusted partnerships, and translating learning into measurable institutional transformation — building national capabilities ready to compete and lead.
The Journey
The Health Holding Company has accomplished a series of milestones which have contributed to shaping the future of healthcare across the Kingdom, offering an innovative and sustainable care model that will continue to elevate health and wellbeing for all.
Healthcare Transformation Workshops
The Health Holding Company began its journey in 2016, when healthcare transformation workshops were held. These workshops, which focused on challenges and opportunities to improve the healthcare sector in the Kingdom, led to the development of a national healthcare transformation strategy.
Model of Care Pilot
In 2017, the first health cluster in the Kingdom was established as part of the National Transformation Program. In the same year, the Model of Care was piloted in five regions across the country.
National Implementation of the Model of Care
Following the success of piloting the Model of Care in five regions, it was implemented nationwide in 2018. This decision marked a significant milestone in the healthcare transformation journey, as the model of care played a crucial role in improving key performance indicators of the healthcare sector in the Kingdom.
Establishment of the Health Holding Company
The Health Holding Company was established in 2022 via a royal decree. Under the umbrella of the Health Care Transformation Program (HSTP); one of Saudi Vision 2030's programs, the Health Holding Company aims to advance healthcare provision, and deliver an innovative and sustainable care model.
Completion of the first phase of healthcare transformation
The first phase of the healthcare transformation was completed at the end of 2023, with the launch of 20 health clusters to serve beneficiaries in different regions across the Kingdom. More than 20 million beneficiaries were registered in primary healthcare centers.
Launch of the Second Phase of Health Transformation
The Health Holding Company formally launched and activated its refreshed strategy. The first wave of health clusters were transferred from the Ministry of Health to the Health Holding Company. Approval received for health clusters' organizational structures, as well as housing for health cluster employees.
